php 8.3 is scheduled for Nov 23 2023. Beta 2 is available for testing. Sury offers Alpha 3 for Debian and Ubuntu. Someone installing ISPConfig might want to install php 8.3 right away and get an update to GA as soon as its available without need to look up the packages the installer suggests. Thus imho it's time to add php 8.3 to the installer. I will provide a merge request for this...
