support control panel master node

I'm installing a multi-server cluster, with a dedicated master node to run the control panel; there isn't a nice option to support that use case. I didn't use --no-web, as I need the web server for the UI. But I don't need ftp (add a --no-ftp option?), nor jailkit (--no-jailkit ?), nor do I need an apps vhost setup (--no-apps-vhost ?).
