- Added "actions" framework in server to replace the functions provided by the core modules

Added dns_zone_get_id function get id from domain name. To discover a domain id passing domain name as argument.

the onUpdate thought we were trying to change the Website because the Options
Datalog didn't have the parent_domain_id and the Ftp User tab did.

use the standardize app->db->quote method already established.

Also removed the calls to the db closeConn calls in favor of
destryong the connections on the class __destruct() 's..

Since firebird db had a closeConn as well, changed its __destruct
to calls its own personal closeConn which otherwise left unmodified.

- Fixed UTF-8 support in email function.

This will sort the modules by alpha before the dashboard is pushed to the front.  This patch keeps the menu tabs stable instead of different on each user. Logging in as an admin, reseller, and user would show the tabs in different order each time do to user creation.
