Issue when editing self as an administrator
Given I am logged in as an admin user, when I click the "Tools" tab, and then navigate to "Password and Language" in the sidebar, I expect to see a form to update my password, rather then seeing a an error as follows:
Check for security permission: admin_allow_new_admin failed.
