Internal ISPConfig cronjobs are not run in 3.1-dev version

Internal ISPConfig cronjobs are not run. This problem existed in git stable versions from July 30 until August 16. Released versions are not affected by this.

To fix the issue, update to ISPConfig 3.1.15 (when it got released) or to git-stable.
