SPF modification error with user account

Non-Admin account can't edit an SPF records

Server OS: Debian 9 and 10

ISPConfig version: 3.1.13, 3.1.14p2 abd 3.1.15p2

@florian030 can you give input on the use case? Maybe this could be removed, or made configurable?

I agree that we should remove this, unless I am missing something.

!1612 (merged) fixes this by only showing the button to admins. I also had a client run into this.

It's a nice safetynet against users introducing syntax errors, but making it configurable could be a nice next step.
