Directive snippets not saved and not applied

This report contains 2 issues in the Directive snippet function.

1. Directive snippets are not saved when "Update sites using this snippet" is not enabled in Directive snippet settings.
2. Directive snippets are not applied to the website vhost unless "Customer viewable" checkbox is enabled.
