Client cannot issue Let's Encrypt SSL for website

Summary

When client is logged in, they are unable to issue a Let's Encrypt SSL certificate for a new website. The SSL checkboxes show, but when they check them and click the Save button, nothing happens. It goes back to their list of websites with no pending changes, and when they click on the website again, the SSL checkboxes are once again unchecked.

Steps to reproduce

1. Login as client
2. Create new website
3. Check box for Let's Encrypt SSL and click Save button

Correct behaviour

Should issue SSL certificate via Let's Encrypt certbot utility even under client account since domain is added to their account.

Environment

Server OS + version: Ubuntu 22.04.1 ISPConfig version: 3.2.9p1
