Remove rar compression format in backup options

Remove the option to compress web backups in rar format. This will allow us to add support for ARM architecture, as RAR is not available on ARM. Plenty of archive and compression formats are still available to choose on like zip, tar.gz, tar.bz2, tar.xz and 7zip.
