DMARC dialog does not recognize "Active" status

Summary

When opening an active DMARC enty entry of a zone the "active" checkbox is not set. This can easyly cause a problem because it is easy to forget the check the button again. One would not expect this behaviour.

Steps to reproduce

1. Access an DNS zone
2. Create DMAR entry and set it active
3. Wait for persistance
4. reenter DMARC entry
5. You can see the Checkbox is not enabled

Correct behaviour

If DMARC is set to active and reentring an DMARC entry by DMARC-Button the active checkbox should be enabled.

Server OS + version: Debian 12
