Resolve "relayhost change not reflected"

Till Brehm requested to merge 5805-relayhost-change-not-reflected into develop

Closes #5805 (closed) Remove the cache in getconf function to prevent that old config data is returned by getconf in case the server config gets changed twice during one server.sh run.
