Add new install dist conf file to support Ubuntu 18.04 (Bionic Beaver)
Add new file to support Ubuntu 18.04 (Bionic Beaver) that is scheduled for final release on 26th April 2018. It is already feature freeze on 1st Mac 2018 and final beta freeze will be on 5th April 2018. Testers / users might want to test /use ISPConfig with Ubuntu 18.04 by ISPConfig version 3.1.12 release. It gonna use php7.2 by default, so this file is changed from 17.10 to use php7.2 instead.
