[installer] apache2 adding commented NameVirtualHost lines makes no sense

It makes sense to try to comment out the `NameVirtualHost` lines, as they were added by ISPConfig in `ispconfig.conf` file again. However it makes no sense to add them as commented lines if they are not present.
