#4617 dont trigger change for fastcgi php version reload

Honestly the JS is very difficult to read here imho. The problem seems to be that the php
and fastcgi_php_versions
fields are dynamically populated. This dynamic loading triggers a 'change'. This fix:
- does not trigger the 'something changed' alert if you just load the php fields and change nothing
- triggers the alert if you change
