Fixed a bug that prevented the restarting of services when the install is finished.

- Update module list of a client only when reseller status is changed.

Fixed a bug in ssh user plugin which resulted in a change of the shell to /bin/bash when a user was updated even when jailkit was enabled.

This is to update the Ubuntu 8.04 Install guide to include the Jailkit info from the Debian Install guide. Also to test my commit access to the svn repo.
