monitor now uses the timestamp of the masterdb and no longer the timestamp of the individual client-server

The "old" monitoring-module and the "new" rescue-module needed some function twice. So i created a tool-object containing these functions

- Changed os updates from world to security advisories
- Added support for remote os update
- Added bind compatibility code
- Fixed bugs in cron compatibility

- replace double-quotes with single-quotes whenever appropriate
- fix indentation

Fix typos, path to file which was moved and renamed and replace "which mdadm" call to file_exist('/proc/mdstat') as we are not using mdadm in this script anyway.
