I #6169: Added barebones third party DNS plugin to support Cloudflare

This basic plugin is enabled on DNS servers and simply calls the
necessary library depending on the third party DNS provider in use.
Initially this will only be Cloudflare but the idea is to enable
easy extending to support other providers.
