Preserve body structure in send_notification_email

Removed ubuntu1604.lib.php which is not required anymore.

- Introduced confid in $distver array to separate the config and class for a distribution in the installer.
- Cleaned up the dist detection.

Fix by dirkd: Since file() doesn't remove "\n" from the lines read the condition $lines[$l] == '' never evaluated to true. So $mailHeaders would always contain every line from the template while $mailBody contained none of them.

Together with the bugfix of PHP#68776 [1] disallowing multiple "\n"'s & preceding "\n" in mail()'s $additionalHeaders arg this caused mails not being sent because $mailHeaders would include at least one "\n\n" which was meant to separate the mail headers from the body.

- Fixed a problem with restart of services due to the fact that Ubuntu has upstart and systemd installed, but only upstart is working without errors.

- Updated Linux Distribution detection to recognize all wheezy sub versions correctly.

Outdated warning for clamav is only shown with warning level in monitor when the daily.cfd update failed as well.
