Three times the charm? This MR always enables HTTP/2 in the templates. Implements #5646 (closed). I am not 100% if the nginx implementation is correct, because I don't use it, so please review this code and let me know if I missed something :) Previous MR's: !1031 (closed) and !1032 (closed)
