Closes #5915 (closed) - Addresses a partial prerequisite for #482

We have been running with this patch for about 2 years on version 3.1.2 without any known incidents; and it is still working after upgrading to 3.1.15p3.

I would be happy to do a little more development and testing if anyone thinks that it is not desirable to remove the constraint from the tform in the UI.
