Changed hardcoded quota warning levels to be adjustable in server config (!1545) · Merge requests · ISPConfig / ISPConfig 3

Adds 3 new options in the server config to adjust the quota warning threshold for web, mail and DB separately.

I thought I'd do this easier merge as my other stuff is all WIP.

I think I'm right that the server config INI changes will be updated automatically, there's no migration I need to add manually?
