#6628: Fix web backup dir permissions to allow web user mod/delete

Judah - MW requested to merge maximaweb/ispconfig3:6628-backup-folder-permissions into develop

New directories will be created with the correct permissions, and old directories created before this change will have their permissions updated when a backup is downloaded.
