Draft: moving the stats folder out of the document_root, #6675

Just a first attempt to see what would be needed...

TODO's:

  • this adds more code in the vhost then I'd like, and more changes would still be needed for other php variants.
  • nginx companion code
  • migration code to move existing dirs?
  • probably more
