Don't try to load non-existing config in aps remote, fixes #4974

Webslice requested to merge webslice/ispconfig3:aps-remote-dont-load-nonexisting-config into stable-3.1

Tested the fix proposed in #4974 (closed) and this seems to work. APS packages are now loaded through this API call and no longer gives the soap error.
