Reconfigure incron if the PHP version changes

Webslice requested to merge webslice/ispconfig3:reconfigure-incron-if-php-version-changes into stable-3.1

Right now the incron config only changes when the docroot changes. It should also be changed if the PHP version changes, because that also changes the system service name.
