Initially database menu is invisible for a user
short description
After an initial installation of version 3.1.7. Created a client and loged in as that user. Then created a site for that user. At this point I'm unable to create a database.
When installing the site using aps (wordpress for example) the database menu is visible and stays visible after removing the site and database that was auto created.
correct behaviour
Initially a user should be able to create a database as long as he/she is allowed by the limits. Which are initialy '-1'. And in my case set to 5 databases and 5 users.
