added Database-Quota dashlet

- Add option to _get functions of the remote-api to return all records when primaryID = -1
- Fixed permission problem in _get functions of remote api.
- Fixed typo in german dashboard language file.

Erweiterungen für remote-Quota

  @param  -> session_id
  @return -> Array of all Client IDs on server

Splitted the remote function permission array for the remote user form into separate config files. The new remote.conf.php files are located in the lib folder of the modules.
