improve check for configuring submission/smtps service

When installing a mail server with this script, I had numerous failures for various reasons (logged in other recent issues reported here); today I noticed that the smtps service in /etc/postfix/master.cf is configured oddly, and there are similar options commented out for submission service; my guess is additional options were added each time the installer ran, without a check if they were necessary:
