urlcron does not work with SAN SSL (e.g: https://domain.tld/cron.php)
Because most packaged version of wget does not support SAN (Server Altername Name) while negociating SSL, ISP should consider using curl as default instead. The settings on server cron configuration page should also allows the administraor to provide arbitrary command line options. User agent for instance should not be forced per design
As the interim solution, I use a /usr/bin/curlaswget file, and replaced the server settings according to use it - but this is pan-optimal ` #!/bin/bash

Bear in mind that the same issue arised on 3.0, but the shift should be set to 7 in that case -q -t 1 -T 7200 -O /dev/null
