Make allow-transfer globally configurable (#5485)

Thom requested to merge thom/ispconfig3:5485-dns-transfer into stable-3.1

Closes #5485 (closed)

Not tested, other users did though. A negative side effect would be that someone changing the field makes it impossible to transfer the zone to the globally set IP('s)
