6497 sorting for php versions

Hannes requested to merge Hannes/isp-config-3-testing:6497_sorting_for_php into develop

If a user create a new website there is a default php version (Default from system if enabled or first one from additional php versions) in the select/combo field. Most time the user don't care and take the default. But the default is some times "old" and that's not optimal. A "Default PHP for new webs" in System confing somewhere would do it but i would like to sort the complete select list. #6049 (closed) (Replaces Merge Request !1722 (closed))
