Monitor Module now has system state

* link is changed to the version's thread in the forum (it's better for beta release)
* the text in the footer is centered
note: in future the version number should be changed in the /interface/lib/config.inc.php file

* XHTML

+ flags for some languages (all that we have at the moment)
* flags for every country

Comment out the listen directive in the ispconfig.vhost file if the port for ispconfig is 80 or 443.
